
With the world having hurtled past the 1.5°C limit set by the Paris Agreement, CVF Leaders convened on the sidelines of UNGA 80 to demand urgent, scaled-up adaptation finance for countries facing the most severe and unavoidable climate impacts.
Meeting in the wake of the landmark Advisory Opinion of the International Court of Justice affirming binding obligations on all states to act on climate change, the message from CVF Leaders was unequivocal: Pledges alone are no longer enough. What matters now is scale, acceleration, and delivery.
Leaders called for grants and results-based funding for countries with completed National Adaptation Plans, direct access to capital through Country Platforms and Climate Prosperity Plans, debt solutions matched to investment needs, rapid capitalization of the Fund for responding to Loss and Damage, and formal recognition of the CVF-V20 at the UN, the International Monetary Fund, and the World Bank. They also underscored that distorted risk perceptions continue to inflate borrowing costs for vulnerable economies and called for risk assessments to reflect actual default data, supported by expanded concessional finance, to correct this imbalance.
