The CVF-V20 at the 31st Conference of Parties (COP31) to the United Nations Framework Convention on Climate Change (UNFCCC)

COP31 in Antalya aims to mark a turning point from pledges to delivery. For the 77 countries of the CVF-V20, that means securing climate finance that is accessible, affordable, and sustainable over the long term. With a very strong El Niño building, an energy price shock draining national reserves, and 21 of 48 assessed members in or at high risk of debt distress, the urgency is clear.

At COP31, the CVF-V20 will call for grant-based finance for the most vulnerable. For small island developing states and least developed countries, adaptation and loss and damage needs should be met mainly through grants and highly concessional finance, so they don’t add to debt burdens. The Forum will also champion fairer long-term lending for critical investments through the Vulnerability to Viability (V2V) Compact, rapid liquidity through the Lifeline Fund when climate shocks hit, and country-led investment through Climate Prosperity Plans.

The CVF-V20 will also push for country platforms that build lasting national capacity, backed by sustained support for national delivery units, fiduciary systems, and technical expertise. Governments must lead investment planning and project delivery, with the capacity to turn climate priorities into implementable projects.

COP31 will also mark the conclusion of the first cohort of the CVF Youth Fellowship. The 23 young leaders from 16 member countries have served on national delegations across three COPs, with some taking on leading roles in negotiations. Their graduation from the fellowship marks not an endpoint, but a milestone in strengthening youth leadership in shaping climate policy and driving climate action.

Extreme heat, water stress, and other climate shocks are already disrupting learning in Pakistan’s public schools, especially in communities with little capacity to adapt. Zindagi Trust has worked within the public school system since 2007, and its adopted schools serve more than 3,500 students. It has developed five modular, ready-to-scale interventions covering cooling, clean water, sanitation, early childhood care, and greener school environments.

Delivering Climate Prosperity From Plan to Platform

Date

17 November 2026

Time

5:00 PM – 6:00 PM (TRT, Antalya Time)

Location

Pakistan Pavilion, Blue Zone, Antalya Expo Center

A plan identifies what needs to be financed, but it does not move finance on its own. Pakistan, Bangladesh, Ghana, The Gambia, Sri Lanka and Barbados have completed their Climate Prosperity Plans, and Madagascar launched its plan in October. The next step is building the national institutions that prepare, finance, and deliver the projects these plans identify.

Co-organized by Pakistan’s Ministry of Climate Change and Environmental Coordination and the CVF-V20 Secretariat, the session will examine how country platforms can move countries from investment plans to implementation. Speakers will discuss what makes a platform work in practice, from governance and project preparation to partner coordination. They will also cover how the Green Climate Fund, the Adaptation Fund, and multilateral development banks can help.

This event is open to all COP31 delegates.

Bracing for El Niño: Forecast to Finance for the Most Vulnerable

Date

18 November 2026

Time

3:30 PM – 4:30 PM (TRT, Antalya Time)

Location

Pakistan Pavilion, Blue Zone, Antalya Expo Center

A very strong El Niño is now near certain through December 2026. Global temperatures react to Pacific warming about three months late, so much of the impact will land in 2027. Estimated losses are close to US$1 trillion next year, and more than a third would fall on the most exposed economies.

Pakistan’s Ministry of Climate Change and Environmental Coordination and the CVF-V20 Secretariat are co-organizing this high-level dialogue, bringing together science, finance, and government voices. Speakers will present the latest hazard outlook for South Asia and the Hindu Kush Himalaya and share how Pakistan and Nepal are preparing. They will also identify the instruments that can move finance before losses occur. These include contingent finance, parametric insurance, climate-resilient debt clauses, and faster access to the Fund for responding to Loss and Damage.

This event is open to all COP31 delegates.
