Following the CVF Leaders Meeting in New York, where the 77 member countries of the CVF renewed their commitment to South-South cooperation, the V20 Finance Ministers will convene at the 2026 Annual Meetings of the International Monetary Fund (IMF) and World Bank Group in Bangkok, Thailand, to turn that political momentum into implementation.

The Sustainable Development Goals continue to be unmet: billions of people still lack safe water and sanitation, quality health care, and education, while the long-lived public systems that deliver them cannot be financed on the short horizons the current architecture offers. Physical shocks and the largest physical energy supply shock in history compound the strain, eroding fiscal buffers and intensifying debt servicing pressures just as aid cuts and a fragmenting multilateral system narrow the space to respond. The Bangkok meetings will focus on building a more responsive financial architecture that delivers affordable, longer-term development finance while ensuring liquidity is available when shocks hit.

The Bangkok meetings are expected to advance work under the Vulnerability to Viability (V2V) Compact — including the harmonization of tenors and pricing across concessional finance windows, and broader eligibility for climate-vulnerable economies — as next steps toward a V2V White Paper. Ministers will review the findings of the Fourth Edition of the V20 Debt Review and are also expected to build momentum behind the Lifeline Fund, the first South-South regional financial arrangement designed to provide rapid liquidity when climate shocks create balance-of-payments pressures.

Second Residency of the V20 Climate Prosperity Fellows (Cohort 3)

The Bangkok Residency of the V20 Climate Prosperity Fellowship brings together the third cohort of V20 Climate Prosperity Fellows for a four-day series of guest lectures, workshops, and capstone presentations on sovereign debt, debt-for-development swaps, and climate risk financing, followed by direct participation in CVF-V20 side events and the Ministerial Dialogue itself. The residency marks the culmination of the Cohort 3 fellowship, closing with a Certificate Ceremony for the Fellows.

National Deal Teams and Platforms: The Institutional Backbone of Green Investment and Industrial Cooperation

Climate-vulnerable countries face a fundamental paradox: they are expected to demonstrate the capacity to manage and deliver climate finance, yet too often lack the opportunity to build that capacity through real transactions.

This event will bring together government leaders and national institutions from CVF-V20 countries, climate finance providers, development partners, investors, Country Platform representatives, and other practitioners to discuss how national institutions can take greater leadership in originating, preparing, structuring, financing, and delivering climate investments while maintaining strong fiduciary standards and safeguards. At the center will be a learning-by-doing approach, with project preparation, technical assistance and intermediation designed to build lasting national capability rather than substitute for it.

The event will also examine how Country Platforms can translate national priorities into investment-ready programs and connect them to public, concessional and private capital.

17th V20 Ministerial Dialogue: Development and Delivery in a Multipolar World

The 17th V20 Ministerial Dialogue will bring together V20 Finance Ministers, leaders of partner development finance institutions, and development partners to discuss how to mobilize the right capital, on the right terms, through the right institutions, at the right time. The goal is climate finance that delivers not only infrastructure and essential services, but also the domestic capability and resilience needed to sustain development through future shocks.

The Dialogue will advance work under the Vulnerability to Viability (V2V) Compact — including the harmonization of tenors and pricing across concessional finance windows, and broader eligibility for climate-vulnerable economies — as next steps toward a V2V White Paper.  The V20 Finance Ministers will also adopt the 17th Ministerial Communiqué, setting out the Group’s priorities for a financial architecture that delivers for climate-vulnerable economies.

Sixth Meeting of the V20 Central Bank Governors Working Group

Chaired by Dr. Kevin Greenidge, Governor of the Central Bank of Barbados, the Sixth Meeting of the V20 Central Bank Governors Working Group will mark a pivotal milestone in operationalizing the Lifeline Fund, the first multi-regional financial arrangement designed to provide rapid liquidity support to CVF-V20 countries when climate shocks transmit into balance-of-payments needs.

Governors will formally express their intention to join Lifeline and endorse its design through a Statement of Endorsement, covering the Fund’s paid-in capital structure, governance model, and financial sustainability safeguards.

Sovereign Development Capital Roundtable: Partnership Models for Green Prosperity

This roundtable will bring together governments, sovereign funds, development finance institutions, philanthropies and investors to compare how developing countries are designing partnership models for the US$3 trillion in sovereign capital now under development mandates. It is co-hosted with Jain Family Institute (JFI) Social Wealth, in partnership with the Forum of Brazilian Sovereign Wealth Funds and with the support of the Open Society Foundations,

Participants will draw practical lessons on how mandates are set and governed and how risks and returns are shared to strengthen domestic financing for green industrial investment. They will take stock of emerging pooled and multi-sovereign vehicles for coordination and identify where further innovation and institutional development are most needed.

Unlocking Carbon Finance from Country Action to Global Markets

The third and final workshop in the 2026 Carbon Finance Workshop Series, convened by the CVF-V20 and the Voluntary Carbon Markets Integrity Initiative (VCMI), brings together CVF-V20 senior officials, carbon market practitioners, and buyer-country representatives to examine how governments can mobilize demand for high-integrity carbon credits.

This session will provide an update on the carbon markets landscape ahead of COP31, address the implications of the Article 6.4 transition from the Clean Development Mechanism (CDM) to the Paris Agreement Crediting Mechanism (PACM), and launch the Carbon Finance Program’s 2026 policy tool— the Article 6 Senior Officials’ Handbook.

CVF-V20 Global Parliamentary Group Dialogue: Parliamentary Leadership for Development and Delivery in a Multipolar World from Vulnerability to Viability

This high-level parliamentary roundtable brings together lawmakers from CVF-V20 countries, multilateral development banks, and development finance institutions to explore how legislative leadership, through budget oversight, enabling policy reforms, and accountability mechanisms, can help unlock climate prosperity investments. The event will culminate in the adoption of a Parliamentary Action Plan committing CVF Global Parliamentary Group members to embed climate action into national economic planning and public finance management.

Delivering on Country Priorities: Evolving Country-Partner Expectations and the Modernizing Support Arrangements

Building on the COP30 roundtable in Belém convened by the CVF-V20 Secretariat, 2050 Pathways Platform, and Climate and Development Ministerial Secretariat, this invite-only workshop will explore how to turn country-led climate and development priorities into effective implementation. It will bring together representatives of finance, planning, and sector ministries of developing countries, bilateral and multilateral partners, and capacity-building providers to examine how country–partner expectations are evolving as the focus shifts from planning to delivery.
