GLOBAL PARLIAMENTARY GROUP

On 25 November 2020, the Climate Vulnerable Forum (CVF), in partnership with the Inter-Parliamentary Union and the Global Center on Adaptation, convened a landmark parliamentary meeting titled “Parliamentarians of Climate-Threatened Nations Championing Planetary Prosperity.”

It was an inaugural global meeting convening key parliamentarians of the CVF membership across Africa, Asia, the Caribbean, Latin America, and the Pacific. As lawmakers, their role is central to confronting the climate crisis—through policies that generate green jobs, enhance security, and build resilience for vulnerable communities.

This pivotal event laid the foundation for the establishment of the Global Parliamentary Group (GPG) in 2021, marking a significant step forward in uniting legislators from CVF member states to champion climate action through policy and legislative leadership. The GPG emerges as a frontrunner in establishing a robust regulatory regime and fiscal framework that embeds the climate prosperity agenda into core legislation, crucial in the implementation of the Paris Agreement, Sustainable Development Goals, and Sendai Framework, and the Global Biodiversity 30×30 Target.

The GPG aims to:

Enable member states to exchange legislative practices to accelerate climate action

Reinforce political commitments to promote urgency in addressing the climate crisis

Create robust regulatory regime and fiscal framework in support of the climate prosperity agenda

GCG OPERATES IN THE FOLLOWING PRINCIPLES:

Voluntary Participation

Cooperation

Learning in Action

Coordination

The GPG engages member parliamentarians in the following specific areas:

BEST PRACTICES

The GPG will support active collaboration of members of parliament from any CVF member state legislative chamber of and parliamentary friendship groups.

Knowledge Resources

The GPG will commission research and analysis to map the legislative landscape across the membership and compile an inventory of good practices, laws, and funding mechanisms, creating a valuable resource base to support parliamentarians in advancing climate action within their national legislatures.

Legislative Agenda

The GPG will develop a shared legislative framework to guide key legislative measures to be taken by CVF parliaments in order to effectively pursue the CVF “Planetary Prosperity” agenda.

International Outreach

Engage in dialogue and collaborative actions with parliaments from outside the member states, in order to encourage ambitious climate responses and robust international partnerships for action.
