Program Officer – Climate Emergency and Climate Intervention Governance

CVF-V20 SECRETARIAT

The Secretariat supports the work of the CVF and the V20 Finance Ministers by advancing and delivering the CVF and the V20 Finance Ministers objectives. The Secretariat’s role shall include, but shall not be limited to:

  1. Act to support convening of Member States on climate change at the Heads of State/Government and Ministers of Finance level;
  2. Support the coordination and organization of meetings focused on international financial reform agenda and trade between Members as well as helping facilitate CVF’s participation in strategic international events such as UN General Assembly, UNFCCC, UNCBD, Spring and Annual Meetings of the World Bank Group and the International Monetary Fund, etc.;
  3. Organize meetings and workshops throughout the calendar year;
  4. Represent the perspective of CVF in international forums; 
  5. Provide technical expertise and support to Members in the development and implementation of climate resilience and mitigation strategies to meet the Sustainable Development Goals, the Paris Agreement, and other biodiversity goals that foster climate prosperity;
  6. Support the oversight of fund management, resource mobilization efforts, and coordination with donors and financing institutions;
  7. Create work programs that influence and mobilize resources in line with the Paris Agreement, Sustainable Development Goals, and biodiversity targets;
  8. Represent the perspective of CVF in relevant international forums and advocate for their interests and priorities concerning climate change adaptation, mitigation, and finance;
  9. Sustain engagement with a broad range of stakeholders, including Members, international financial institutions, partners, regions, subnational entities such as cities, businesses, investors, and civil society, to advance CVF-V20 Objectives;
  10. Establishment and ongoing management of the experts in Washington D.C. and elsewhere, focusing on international financial reform, and other key themes;
  11. Facilitate access to climate finance including loss and damage funds for Members through constant innovation of financial products and instruments, and through assistance with project development, proposal preparation, and engagement with the financial mechanisms of the UNFCCC and similar initiatives in the SDG, biodiversity, and related policy arenas;
  12. Engage with the G7 and G20, including working groups, and similar country groupings as well as international financial institutions and partners to advocate for increased climate finance flows to Members; and
  13. Provide technical assistance and capacity acceleration opportunities to member countries in accessing, tracking, managing, and reporting on climate finance received and utilized.

OBJECTIVE

The CVF-V20 seeks a Program Officer to lead delivery of its Climate Emergency and SRM program under the science and health work stream of the Climate Vulnerable Forum. The Program Officer will keep the 74 CVF-V20 member states informed on the evolving science of 1.5°C and the climate emergency, build technical and policy literacy on climate intervention options, including solar radiation management (SRM), marine cloud brightening (MCB), and sea-level-rise interventions, establish institutional mechanisms for informed deliberation on climate intervention governance, and strengthen Global South representation in emerging international discussions. The role provides balanced, evidence-based information and does not advocate for or against any specific intervention.

SCOPE OF WORK

The Program Officer will have the following roles and responsibilities: 

  1. Coordinate issues across the five CVF-V20 regions and drive member-state participation in program activities across the 74 members;
  2. Manage the production and dissemination of science and policy briefs tailored to ministerial and technical audiences, presenting both the potential benefits and the risks of climate intervention options, including arguments against specific interventions;
  3. Organize online and parliamentary briefings, oversee the development of a parliamentary handbook, and establish a Youth Fellows learning track and contact group;
  4. Plan and deliver program convenings, including quarterly meetings of a standing CVF-V20 Contact Group on Climate Intervention Research, and engage a champions network of three to five member-state principals at ministerial or senior-official level;
  5. Lead multilateral engagement, convening high-level events linked to major forums such as COP, UNGA Climate Week, and regional ministerial meetings, and coordinating CVF-V20 inputs into multilateral processes such as IPCC AR7, the CBD, and London Protocol discussions;
  6. Support the drafting of communiqué language and technical briefings for CVF-V20 ministerial moments, incorporating evidence-based climate emergency and climate intervention language into CVF-V20 communiqués;
  7. Manage partner and donor relationships, ensuring alignment and timely communication;
  8. Lead monitoring, documentation, and reporting, tracking program indicators, capturing engagement outcomes and follow-up actions, and producing mid-year and end-of-year reports;
  9. Perform other research, programmatic, organizational, or communications tasks as requested by the Managing Director.

QUALIFICATIONS

The Climate Emergency & Climate intervention governance Program Officer shall possess the following minimum qualifications:

  1. Advanced university degree in climate science, environmental or public policy, international relations, or a related field;
  2. Minimum seven years of relevant experience in climate policy, program coordination, multilateral engagement, or knowledge-product development, ideally in an intergovernmental or Global South context;
  3. Demonstrated ability to translate complex scientific material into accessible, decision-ready briefings for senior policymakers;
  4. Proven experience organising convenings and high-level events across multiple regions and time zones;
  5. Familiarity with UNFCCC/COP, IPCC, and related processes; and an advanced understanding of climate intervention governance debates (SRM, MCB, sea-level-rise interventions) and relevant fora such as the CBD and London Protocol;
  6. Strong drafting skills across briefs, communiqués, submissions, and reports, together with monitoring and reporting experience;
  7. Excellent written and spoken English; knowledge of an additional CVF-V20 language (e.g., French, Spanish, Arabic) is an asset;
  8. Sound judgment in presenting contested scientific and policy issues in a balanced, non-advocacy manner, with cultural sensitivity and experience working in or with climate-vulnerable regions;
  9. Willingness and ability to travel internationally as required.
