Grants Management Specialist

The Grant Management Specialist is responsible for the overall grant management, donor reporting, and compliance functions for the CVF-V20 Secretariat’s portfolio. A core priority for the CVF-V20 Secretariat is to bolster the global financial safety net, expand pre-arranged disaster risk financing, and address the acute financial protection gaps across vulnerable economies. As part of this objective, the V20 will lead the project execution of the V20 Funding Program funded by the Global Environment Facility (GEF), with the United Nations Industrial Development Organization (UNIDO) serving as the implementing partner.

This role involves managing the full donor cycle, ensuring strict adherence to donor compliance standards, tracking project milestones, and coordinating with donors, multilateral agencies, and international financing institutions on portfolio accountability and financial reporting. Reporting directly to the Deputy Director, Financial Protection and Vertical Funds, the position holder will lead end-to-end grant lifecycle management, donor compliance, and programmatic tracking.

OBJECTIVE

The Grant Management Specialist will provide technical, financial, operational, and administrative grant management support to ensure the transparent, effective, and compliant execution of the CVF-V20 Secretariat’s funds received from donors, vertical funds, and multilateral partners.

SCOPE OF WORK

The Grant Management Specialist will have the following roles and responsibilities:

  1. Lead the drafting, consolidation, and quality assurance of periodic donor reports, quarterly/annual financial and technical progress assessments, and terminal evaluations under GEF and UNIDO reporting frameworks.
  2. Serve as the primary technical focal point for grant oversight under the GEF-funded/UNIDO-implemented V20 Funding Program, tracking project milestones, managing sub-recipient agreements, and monitoring community-level implementation by lead agencies.
  3. Monitor and analyze funding streams across Vertical Funds (GEF, Green Climate Fund, Adaptation Fund, and the Fund for Responding to Loss and Damage) and maintain a real-time tracking dashboard of fund flows, grant disbursements, and financial protection gaps.
  4. Assist in the financial and operational monitoring of pre-arranged disaster risk financing products, microinsurance tools, and regional risk pools tailored to CVF-V20 member countries.
  5. Contribute to technical briefs, insight papers, and donor position papers focused on pre-arranged financing, disaster risk financing instruments, and regional financial protection mechanisms.
  6. Design and coordinate technical workshops for member state officials and lead implementation agencies on tracking, managing, and reporting on received climate finance flows.
  7. Prepare financial summaries, grant portfolio updates, and executive briefing notes for senior leadership ahead of key global convenings, including COP, UN General Assembly, and World Bank/IMF Meetings.
  8. Uphold strict compliance with organizational policies, UN agency guidelines, and donor requirements through robust monitoring, evaluation, and audit-readiness practices.
  9. Any other tasks as given by the Deputy Director, Financial Protection and Vertical Funds

QUALIFICATIONS & EXPERIENCE

The specialist shall possess the following minimum qualifications:

  1. Advanced university degree (Master’s required) in Business Administration, Public Finance, Economics, Climate Policy, Environmental Economics, or a closely related field.
  2. Minimum of 7 years of progressive professional experience in grant management, climate finance delivery, disaster risk financing, or international donor compliance.
  3. Proven track record in managing end-to-end grant lifecycles, establishing risk-based monitoring frameworks, managing sub-recipient agreements, and producing compliant periodic donor reports for major international donors and UN agencies (specifically GEF/UNIDO standards).
  4. Demonstrated technical knowledge of operational policies and access requirements for Vertical Funds (GEF, GCF, AF, FRLD) as well as pre-arranged disaster financing instruments.
  5. Direct experience overseeing or supporting community-level Loss and Damage or climate adaptation grants.
  6. Superior technical drafting skills in English, with the capacity to translate complex quantitative metrics and financial data into polished executive reports under tight deadlines.
  7. Cultural sensitivity and the ability to work diplomatically with government officials, donors, and implementation partners across CVF-V20 regions (Africa, Asia, Caribbean, Latin America, Pacific).
  8. Entrepreneurial, adaptive, and collaborative approach to problem-solving and driving results in dynamic, fast-paced international environments.
  9. Fluency in English is required; knowledge of additional languages relevant to CVF-V20 regions is an asset.
