Accountant and Grants Manager

OBJECTIVE

The Accountant and Grants Manager is responsible for the accounting function of the CVF-V20 Secretariat as well as grants management of the CVF-V20 Secretariat’s funds received from donors and philanthropies. This role involves accounts operations, having oversight of fund management, resource mobilization efforts, managing the donor cycle, coordination with donors and financing institutions on the management and accountability of Secretariat funding.

SCOPE OF WORK

The Manager will have the following roles & responsibilities:

Accountant Responsibilities

  1. Undertake daily finance operations and accounting functions in line with the Financial Regulations of the CVF-V20 Secretariat.
  2. Prepare and analyze financial statements in line with CVF-V20 Financial Regulations and Rules and IPSAS.
  3. Prepare monthly and annual financial statements.
  4. Prepare financial documents for the annual audit of the Financial Statements including responding to audit enquiries in a timely manner.
  5. Ensure compliance with all applicable accounting policies, and regulatory reporting requirements, including researching regulation changes and adjusting organizational accounting practices as necessary
  6. Ensure timely bank reconciliation and reporting of financial statements
  7. Make required general journals entries in the SunSystem Software and generate reports as needed by Management
  8. Processing and reconciling of Petty Cash and cash control accounts;
  9. Perform accounts payable, account coding, data entry, and cheque preparation/wire transfer in the online Banking System
  10. Prepare monthly expense reporting and reconciliation of grants in Sun System software,
  11. Monitor monthly actual to-budget reconciliation and reporting process
  12. Prepare ad hoc reports and analyses as requested.by the Director Finance & Administration
  13. Support the Director of Finance and Administration to prepare the organization’s annual Budget and Financial Forecasts
  14. Maintain a fixed asset register for the CVF-V20
  15. Manage internal and external audit processes and procedures in line with Financial Regulations of the CVF-V20 Secretariat and ensure the implementation of internal controls to manage any risk exposures
  16. Implement Audit recommendations based on Audit Reports
  17. Any other tasks as given by the Director Finance & Administration

Grants Manager Responsibilities

  1. Develop high quality proposals to attract funding using approved CVF-V20 guidelines;
  2. Collaborate with other member teams in the CVF-V20 Secretariat to mobilize grant resources for the workplan of the CVF-V20 Secretariat and the Climate Prosperity Plans (CPPs)
  3. Conduct the necessary due diligence assessment as required by an existing or new donors;
  4. Work with Legal team to draft/review donor partner Agreements/MoUs and identify for appropriate action any areas in the agreements that are not aligned with the CVF-V20’s policy and procedures;
  5. Coordinate all Grant meetings following activation of grants support.
  6. Conduct organisational assessments of donor partners, based on the CVF-V20’s procedures;
  7. Develop key reporting and compliance requirements/compliance checklists of potential issues for Grant Opening Meetings;
  8. Monitor grant payment schedules working closely with the Director Finance & Administration to ensure this is done in a timely manner;
  9. Coordinate the finalization of donor reports ensuring consistency between narrative and financial reports and that they meet agreed standards of both the CVF-V20 and donors;
  10. Highlight critical financial issues such as under/over spends to finance and Budget Holders, and follow up in writing when discussed verbally;
  11. Collaborate with the Director Finance & Administration to ensure donor budget lines as per the contract are in line with the financial system (i.e. amounts have not changed as a result of new income instalments at different rates being received);
  12. In collaboration with the CVF-V20 Communication Team, contribute to the development of country factsheets and other relevant information pieces for donor engagements.
  13. Any other relevant tasks as given by the Director Finance & Administration

QUALIFICATIONS & EXPERIENCE

The manager shall possess the following minimum qualifications:

  1. Master’s degree or Advanced degree in Accounting, Finance, Business Administration, Management, Economics, or a related discipline.
  2. A professional qualification: Certified Public Accountant/Chartered Accountant or its equivalent.
  3. A minimum of 5 years of progressively responsible experience in international organisations, climate policy, climate finance, or related fields.
  4. Proven experience working directly with international organizations and partners on grants management policies and strategies, engaging with donors on funds accountability and developing grant proposals
  5. Experience with donor compliance requirements
  6. Experience with Accounting software such as the Sun System Accounting Software.
  7. Familiarity with global climate policy frameworks (e.g., the Paris Agreement, Sustainable Development Goals, biodiversity targets) and their intersection with national development plans.
  8. Strong analytical and strategic thinking abilities, with the capacity to interpret policy landscapes and develop actionable programmatic roadmaps.
  9. Project management skills, including the ability to oversee monitoring and evaluation systems, deliver timely reports, manage budgets, and ensure accountability.
  10. Strong capacity-building and mentoring capabilities to enhance the technical expertise and leadership skills of regional teams.
  11. Outstanding communication and diplomatic skills, capable of representing the organization at high-level international forums, negotiations, and multilateral meetings.
  12. Proven ability to convene and collaborate with a diverse set of stakeholders—government officials, private sector representatives, civil society organizations, and multilateral institutions—to mobilize support and foster consensus.
  13. Proven skills and experience in report and proposal development and working with multiple donors;
  14. Excellent organizational skills, including time management, and ability to meet deadlines
  15. Familiarity with climate-vulnerable regions, combined with cultural sensitivity and the ability to adapt engagement strategies to local contexts.
  16. Fluency in English is required; knowledge of additional languages relevant to CVF-V20 regions is an asset.
  17. Strong commitment to achieving measurable outcomes that promote climate resilience, just transition, and inclusive growth.
  18. Required to provide administrative support to the CVF-V20.
