Sovereign Investment & Research Design Lead Economist

The Sovereign Investment Research & Design Unit has two core functions: designing member-owned sovereign investment institutions and developing investment intelligence on green industrial opportunities across member economies.

OBJECTIVE

The Lead Economist is responsible for the Unit’s research and analytical work. The role serves as the Secretariat’s analytical counterpart to the specialized partners supplying the programme’s data, information, and analytical infrastructure. The Lead Economist will produce the research underpinning the Multi-Sovereign Investment Fund and will be the principal author of the Unit’s published output.

SCOPE OF WORK

1. Investment Intelligence

  • Own and manage the technical architecture of the intelligence programme, serving as the Secretariat’s analytical counterpart to specialized partners: set the standards for the data and services that partners supply, ensure alignment of these inputs with member-state priorities, and shape them into actionable research products for V20 members, the Secretariat, and the Deal Team.
  • Coordinate with the Deal Team to specify how the programme’s outputs and partner-built tools will support its screening and evaluation of markets and opportunities.
  • Support member-state consultations as needed by providing intelligence and analysis.

2. Fund and Compact analysis

  • Produce the research supporting Fund design and investment strategy, including the Fund’s capitalization and capital structure, mandate and scope, and risk-return allocation.
  • Assess where public capital can be deployed most effectively across the Fund and the Compact, as an input to investment strategy and prioritization.

3. Research and publication

  • Lead authorship of the Unit’s research output, including the study of development-mandated sovereign funds supporting the Bangkok and Washington convenings.
  • Prepare research material for member states, the Board, and development finance partners, and represent the Unit in public forums.

QUALIFICATIONS & EXPERIENCE

  1. Senior professional with substantial experience working with sovereign funds, development finance institutions, and finance ministries around the governance and deployment of public capital for development.
  2. Record of designing sovereign investment vehicles and of convening sovereign funds, DFIs, and philanthropic partners around pooled structures.
  3. Established relationships across development-mandated sovereign funds in Africa, Asia, and Latin America, and within the CVF-V20 membership and its development finance partners.
  4. Experience directing applied research and analytical programmes on industrial strategy, value chains, and public investment.
  5. Advanced degree in a relevant field. Working fluency in multiple V20 member languages.
