Sovereign Investment & Research Design Director

The Sovereign Investment Research & Design Unit has two core functions: designing member-owned sovereign investment institutions and developing investment intelligence on green industrial opportunities across member economies.

OBJECTIVE

The Director leads the Secretariat’s work on sovereign investment institutions and investment intelligence: the design of the Multi-Sovereign Investment Fund, and the Secretariat’s side of the intelligence programme delivered with specialized analytical partners. The Director cultivates and manages key internal and external relationships, aligning resources and workflows between the design and intelligence functions to ensure Unit outputs are ready for the V20 member base, Secretariat, and Deal Team to act on. 

SCOPE OF WORK

1. Multi-Sovereign Investment Fund

  • Lead the design of the Fund: investment thesis, sectoral focus, governance, capital structure, and the terms on which member states and development finance partners participate.
  • Convene and support the working group of participating member-state delegates and key partners, with consultations running throughout the term.
  • Ensure alignment of the Fund with the V2V Compact, so that Compact commitments and the Fund’s capital structure reinforce one another.
  • Complete the Fund’s design proposal document, build support among member states, and prepare the capitalization strategy.

2. Investment intelligence

  • Shape and own the intelligence programme with the Managing Director and member states, including requirements, priority geographies, and sequencing.
  • Represent the Secretariat and its member states in the procurement and management of the specialized partners who will supply the programme’s data, information, and analytical infrastructure.
  • Run member-state consultations throughout, so that the Unit’s intelligence outputs respond to member governments’ most pressing questions.

3. Partnerships, convening, and member engagement

  • Manage the Secretariat’s relationships with sovereign development funds, and engage them as prospective investors, co-investors, and counterparties.
  • Deliver the Sovereign Green Development Roundtable in Bangkok on 13 October 2026 and its April 2027 successor in Washington, and lead the associated research programme.
  • Support the Managing Director in raising the funding required to continue the Unit’s work beyond the initial term.

QUALIFICATIONS & EXPERIENCE

  1. Senior professional with substantial experience working with sovereign funds, development finance institutions, and finance ministries around the governance and deployment of public capital for development.
  2. Record of designing sovereign investment vehicles and of convening sovereign funds, DFIs, and philanthropic partners around pooled structures.
  3. Established relationships across development-mandated sovereign funds in Africa, Asia, and Latin America, and within the CVF-V20 membership and its development finance partners.
  4. Experience directing applied research and analytical programmes on industrial strategy, value chains, and public investment.
  5. Advanced degree in a relevant field. Working fluency in multiple V20 member languages.
