Chief Prosperity Officer

OBJECTIVE

The member states of CVF and  V20 have developed Climate Prosperity Plans and strategies, with ambitious economic and financial resilience strategies designed to attract investment and resources that accelerate the realization of the Sustainable Development Goals, the 30 by 30 target of the Kunming-Montreal Global Biodiversity Framework, and to keep average global temperatures within the 1.5°C safety threshold of the Paris Agreement. In order to meet the goals of the prosperity plans, the CVF-V20 Secretariat aims to expand its executive leadership with the aim of capital mobilization, long-term capacity building of CVF-V20 member states for robust pipeline development, mobilizing capital at favorable financing conditions from international development banks as well as private sources of capital, and building long-term practice and innovation exchange for capital mobilization for CVF member states. 

To lead these objectives, CVF-V20 has established a new position of the Chief Prosperity Officer (CPO). The CPO is an executive leader of the CVF-V20 Secretariat and works in close partnership with the CEO of the CVF-V20 Secretariat under the guidance of the Board and political leadership of CVF V20.  The CPO leads the conversion of Climate Prosperity Plan strategies/investment platforms and DFI Compact commitments into closed transactions, builds the in-house team for origination and structuring, and creates business advisory through innovative partnerships with overseas C-suite executives—eventually displacing the model of external intermediation. The CPO reports to the CEO of the CVF-V20 Secretariat.

SCOPE OF WORK

This position requires a seasoned, proactive, and entrepreneurial leader with deep, management-level experience. Key functions of the CPO are: (1) Capital Mobilization for Climate Prosperity; (2) Strategic Financial Advisory to CVF-V20 member states; and (3) Fundraising and cost recovery for the CVF-V20 Secretariat.

1. Capital Mobilisation for Climate Prosperity

The CPO is the principal officer accountable for capital mobilization for Climate Prosperity Plans (CPPs) and delivery of the V20–DFI Compact and/or any programs to be developed. They will establish a world-class practice and innovation exchange for capital mobilization through development of a V20 Deal Team and the Business Executive Services Program. 

The CPO must build and run:

  • V20 Deal Team. Recruit, deploy, and develop the core team of 9–10 — combining international and regional deal origination and transaction closing expertise with global transaction support. S/he will craft the overall strategy for capital mobilisation, set the standards, governance, and transactions from origination, structuring, execution, and implementation monitoring across CPP and Compact deal flow.
  • Business Executive Services Program. Design and implement an end-to-end Business Executive Services Program. The program will aim to recruit C-suite executives based overseas with an interest in V20 prosperity and growth and interested in providing volunteer advisory services. These executives shall be from investment or financial profession or from real economy sectors that are of priority to the V20 economies. The Program will match make the most ideal executives with V20 counterpart entities for specific aspects of CPP execution.
  • Support the tracking and reporting of CPP and Compact pipeline. Maintain the consolidated CPP/Compact sovereign and quasi-sovereign pipeline; set quarterly origination and closing targets with members; report pipeline status to the CEO and the CVF-V20 Board.
  • Lead flagship transactions. Sit at the table on CPP closings, novel-instrument debuts, and precedent-setting blended structures; embed with V20 Finance Ministers on transactions of national significance.
  • Counterpart engagement. Hold principal-to-principal relationships with DFI Heads of Operations, MDB private-sector arms, GCF/CIF leadership, and the Compact’s DFI partners.

2. Strategic Advisory to V-20 Finance Ministries and Regulatory Bodies

The CPO acts as a top-tier executive advisor to CVF member States finance ministries and regulatory bodies for their political engagements through the CVF-v20 and inter-member country collaboration on CPP, guiding them as needed to harmonise their policies and ecosystems for successful capital mobilisation at scale including through establishment of innovative partnership structures with non-member States and private sector. Key functions will include:

  • Strategic Capital Partnership Models: Design and establish strategic partnership models and platforms for capital mobilisation to engage with non-member States of CVF-V20 States and private sector actors.
  • PPP Framework Structuring: Advise national governments on designing transparent, bankable Public-Private Partnership (PPP) legislation and concession agreements or revising those where they exist such that these are aligned with the principles of CPP.
  • Policy & Regulatory Harmonization: Assist sovereign entities on establishing model regulatory and tariff structures, and streamlining foreign direct investment (FDI) laws such that these are aligned with CPPs and Paris Agreement goals.
  • Project Preparation Facility (PPF) Development: Guiding states on utilising early-stage project preparation funds to convert raw national priorities into technically sound, bankable pipelines.

3. Fundraising and cost recovery for CVF-V20 Secretariat

CPO will collaborate closely with the CEO of the CVF-V20 Secretariat for fund raising for the effective functioning of the CVF-V20 Secretariat across all functions mentioned above. It is expected that over the course of 5 years, the V-20 deal team will work on cost-recovery principles. Key functions will include:

  • Fundraising and contributions: Work as a collaborator and partner to the CEO of the CVF-V20 Secretariat to raise funding for project pipeline development, executive services program, any new programs in future and day-to-day operations for capital mobilisation for CPPs. While part of the operations cost of the Secretariat is expected to be contributed by CVF member States, innovative partnership strategies and other financial sustainability strategies are also expected to deliver long-term, sustainable funding for various programs and operations for CPP capital mobilisation. 
  • Sustainable business model for cost recovery: the CPO will develop the strategy and lead its execution to move the V-20 Deal Team toward full cost recovery and financial self-sustaining. Some models of cost recovery that are envisaged includes project preparation cost recovery through capital mobilised for the transactions, success fees, structuring retainers, and monitoring fees. It is envisaged that a dedicated revolving fund may be established for such purposes.

KEY DELIVERY TARGETS

  • V20 Deal Team will be fully operational (9-10 staff) within 12 months subject to availability of funding;
  • Business Services Executive Program designed and launched before the end of the first year
  • An average of USD 2 billion/year in capital mobilized for CPPs over a three-year period with a total of at least USD 5 billion mobilized during that time;
  • 10 countries/year supported with investment-ready CPP/Compact pipelines; and
  • Self-financing strategy crafted and put into implementation within the first year

QUALIFICATIONS

The CPO shall possess the following minimum qualifications:

  1. Experienced senior executive with at least 15+years in leadership roles in international development finance and/or real economy in crafting and delivering innovative/disruptive strategies. Ideal candidate would have worked at a multilateral or bilateral development finance institution, or sovereign infrastructure investment bank, or wealth funds with a successful track record of capital mobilization for climate investments.
  2. Track record of building deal teams from the ground up, closing flagship transactions in climate-vulnerable economies, and developing local deal-making capacity.
  3. Principal-to-principal credibility with DFI Heads of Operations, Finance Ministers, and GCF leadership. Demonstrated commitment to country-led delivery.
  4. Educational qualification of a minimum master’s in finance, MBA, international relations, and economics, or equivalent education with certification and knowledge of climate or sustainable finance.
