Program Officer – Methane

CVF-V20 SECRETARIAT

The Secretariat supports the work of the CVF and the V20 Finance Ministers by advancing and delivering the CVF and the V20 Finance Ministers objectives. The Secretariat’s role shall include, but shall not be limited to:

  1. Act to support convening of Member States on climate change at the Heads of State/Government and Ministers of Finance level;
  2. Support the coordination and organization of meetings focused on international financial reform agenda and trade between Members as well as helping facilitate CVF’s participation in strategic international events such as UN General Assembly, UNFCCC, UNCBD, Spring and Annual Meetings of the World Bank Group and the International Monetary Fund, etc.;
  3. Organize meetings and workshops throughout the calendar year;
  4. Represent the perspective of CVF in international forums; 
  5. Provide technical expertise and support to Members in the development and implementation of climate resilience and mitigation strategies to meet the Sustainable Development Goals, the Paris Agreement, and other biodiversity goals that foster climate prosperity;
  6. Support the oversight of fund management, resource mobilization efforts, and coordination with donors and financing institutions;
  7. Create work programs that influence and mobilize resources in line with the Paris Agreement, Sustainable Development Goals, and biodiversity targets;
  8. Represent the perspective of CVF in relevant international forums and advocate for their interests and priorities concerning climate change adaptation, mitigation, and finance;
  9. Sustain engagement with a broad range of stakeholders, including Members, international financial institutions, partners, regions, subnational entities such as cities, businesses, investors, and civil society, to advance CVF-V20 Objectives;
  10. Establishment and ongoing management of the experts in Washington D.C. and elsewhere, focusing on international financial reform, and other key themes;
  11. Facilitate access to climate finance including loss and damage funds for Members through constant innovation of financial products and instruments, and through assistance with project development, proposal preparation, and engagement with the financial mechanisms of the UNFCCC and similar initiatives in the SDG, biodiversity, and related policy arenas;
  12. Engage with the G7 and G20, including working groups, and similar country groupings as well as international financial institutions and partners to advocate for increased climate finance flows to Members; and
  13. Provide technical assistance and capacity acceleration opportunities to member countries in accessing, tracking, managing, and reporting on climate finance received and utilized.

OBJECTIVE

The CVF-V20 seeks a Program Officer to coordinate delivery of its initiative, “Pulling the Methane Emergency Brake: CVF-V20 as a Platform for Climate Prosperity, Health, and Near-Term Climate Stabilization.” Representing 74 climate-vulnerable countries and some 1.7 billion people, the CVF-V20 is building a catalytic platform to position methane mitigation as a core economic, fiscal, and public-health priority, and to strengthen country-led capacity to translate it into investment-ready action. Working in the Secretariat’s science office, the Program Officer will support Member States in embedding methane, air quality, and health co-benefits into policy, political engagement, and investment strategies, and will help align methane action with fiscal stability and Climate Prosperity Plans (CPPs). The initiative complements the Global Methane Hub’s sectoral and city-level investments by addressing political economy, institutional capacity, and collective sovereign leadership.

SCOPE OF WORK

The Program Officer will have the following roles and responsibilities:

  1. Coordinate day-to-day delivery of the two-year methane programme across its three objectives, tracking activities, outputs, milestones, and timelines against the workplan;
  2. Support the production and dissemination of the general methane brief and country-specific briefs for CPP countries, coordinating inputs from the Secretariat science function and Global Methane Hub portfolio partners to engage Ministers on integrating methane abatement into Climate Prosperity Plans;
  3. Coordinate development of the “Pull the Methane Emergency Brake” Pathways analytical product, outlining nationally specific priority pathways (e.g., waste and landfill management, transport, clean cooking and household energy, and upstream fossil-fuel leakage), and manage related partner and consultant inputs;
  4. Support engagement with Finance Ministries and Parliaments in at least eight member countries, linking methane mitigation to fiscal space, balance-of-payments stability, and health outcomes;
  5. Organise and provide logistical and substantive support for CVF Leaders/Ministerial sessions, including the “Pull the Methane Emergency Brake” dialogue convened under the Barbados Presidency (e.g., during UNGA), aligning political leaders, scientists, health experts, and investors;
  6. Support the drafting of communiqués, declarations, and statements that generate a collective political signal on methane mitigation and advance methane-related investment opportunities;
  7. Manage partner relationships and coordination with the Global Methane Hub, the Clean Air Task Force, the CCAC Scientific Advisory Panel, and IMEO, reducing overlap and leveraging existing expert capacity, including point-source identification via the MARS system;
  8. Lead monitoring, documentation, and reporting against project outcomes and indicators – including methane mitigation reflected in the national strategies or CPPs of at least three countries, priority investment pathways identified, and adoption of a collective political statement – and produce timely donor reports;
  9. Perform other research, programmatic, organisational, or communications tasks as requested by the Chief Scientist and/or CVF-V20 management.

QUALIFICATIONS

The Methane workstream Programme Officer shall possess the following minimum qualifications:

  1. Advanced university degree in environmental or climate science, economics, public policy, international relations, or a related field;
  2. Minimum five years of relevant experience in climate or environmental programme coordination, policy, or delivery, ideally in an intergovernmental or Global South context;
  3. Advanced understanding of methane and short-lived climate pollutants, air quality, and their health co-benefits, and familiarity with the macroeconomic and fiscal framing of climate action;
  4. Familiarity with the Global Methane Pledge, CCAC, IMEO, and UNFCCC/COP processes, and an understanding of Climate Prosperity Plans (CPPs);
  5. Demonstrated ability to translate technical evidence into accessible, decision-ready briefs for Ministers, Finance Ministries, and Parliaments;
  6. Proven experience organising high-level events and convenings across multiple regions and time zones, and coordinating multiple partners and consultants;
  7. Strong drafting skills across briefs, communiqués, and reports, together with monitoring, evaluation, and donor-reporting experience;
  8. Excellent written and spoken English; knowledge of an additional CVF-V20 language (e.g., French, Spanish, Arabic) is an asset;
  9. Cultural sensitivity, experience working in or with climate-vulnerable regions, and willingness to travel internationally as required.
