Contracts Manager

OBJECTIVE

The Contracts Manager will primarily be responsible for overseeing the administration and monitoring of contracts, agreements, and related procurement actions across different CVF-V20 programs and projects.  This role is aimed at strengthening institutional effectiveness and accountability.  The position holder will be expected to uphold strict compliance with organizational policies and donor requirements through robust monitoring and evaluation.  This position requires strong judgement, the ability to manage complex workflows, and the maturity to work directly with various partners, including governments, donors and other stakeholders.

SCOPE OF WORK

Key responsibilities include:

  1. Oversees contracts through their entire lifecycle—from initial award and drafting through active execution, amendments, and final close-out.
  2. Establishes and maintains a centralized repository by managing the contract management system, tracking tools, and visual dashboards to keep all stakeholders aligned.
  3. Monitors critical timelines, deliverables, payment schedules, and expiration dates.
  4. Partners with technical and program teams to verify that contractors, consultants, and implementing partners meet their obligations before payments are approved.
  5. Ensures all agreements strictly adhere to organizational policies, donor requirements, and legal obligations.
  6. Proactively identifies contractual risks, proposes mitigation strategies, and maintains procurement files to support both internal and external audits.
  7. Assists in drafting contracts, amendments, purchase orders, and service agreements while standardizing templates and procedures for future use.
  8. Serves as the primary focal point for all contractual inquiries and issues involving external vendors and partners.
  9. Translates data into actionable insights by preparing monthly and quarterly reports on contract status, upcoming renewals, and performance issues.
  10. Coordinates with V20 Regional Directors as well as the Financial Protection and Vertical Fund team to systematically track contractual assessments.
  11. Assists in updating Monitoring and Evaluation templates to accurately capture the progress and impact of respective contractual works.
  12. Provides dedicated secretariat support to the V20 Funding Program Committee.
  13. Assists with carrying out rigorous due diligence assessments for CVF-V20 implementing partners to safeguard organizational and donor resources.

EXPECTED OUTPUTS

  1. Accurate and up-to-date contract repository.
  2. Timely monitoring of contract deliverables and performance.
  3. Monthly contract management reports and donor-mandated reporting.
  4. robust monitoring, evaluation, and compliance risk assessments
  5. Effective delivery of Secretariat support duties to committees and partner teams.
  6. Timely processing of contract amendments and renewals.
  7. Improved contract governance and recordkeeping.

QUALIFICATIONS & EXPERIENCE

The Contracts Manager shall possess the following minimum qualifications:

  1. Advanced university degree (Master’s degree or equivalent) in Law, Business Administration, Procurement, Public Administration, Finance, Supply Chain Management, or a related field.
  2. Minimum of five (5) years of progressively responsible experience in contract management, procurement, grants administration, commercial management, or a related area.
  3. Experience administering service, consulting, and institutional contracts.
  4. Experience working with international organizations, development institutions, NGOs, or the UN system is desirable.
  5. Experience using ERP systems and contract management tools is desirable.

Fluency in English is required.
