The CVF-V20 at COP30
Marking a decade since the Paris Agreement, COP30 aspires to be a “Delivery COP”—a chance to move from ambition to action and realign the global climate trajectory with renewed momentum. This gathering takes place against the backdrop of alarming scientific warnings: global temperatures are already nearing the 1.5°C survival threshold, with the tipping point for warm-water corals, on which nearly one billion people and a quarter of marine species depend, already surpassed.
This year’s agenda centers on finalizing the Baku to Belém Roadmap to bridge the gap between the committed USD 300 billion annually by 2030 and the aspirational target of mobilizing USD 1.3 trillion per year for developing nations. It also marks a crucial moment for the Fund for Responding to Loss and Damage, which is set to launch its first call for proposals and press donor countries to scale up their commitments. Negotiations also aim to finalize measurable indicators for the Global Goal on Adaptation (GGA) and agree on a post-2025 adaptation finance target. Finally, COP30 serves as a key checkpoint for the Paris Agreement, as countries prepare to submit more ambitious Nationally Determined Contributions (NDCs) by 2025.
The CVF-V20 will be at the forefront of these discussions, with its leadership uniting to drive greater concessional finance to where it is needed most and to deepen cooperation for a more equitable, resilient, and low-carbon future. At COP30, the CVF-V20 will also work to advance the climate prosperity agenda into the broader climate dialogue, leveraging Climate Prosperity Plans as among the levers to transform climate risks into bankable opportunities.

Legislating Resilience: Parliamentary Dialogue on Adaptation and Loss & Damage

Recognizing the essential role of parliaments in shaping national climate responses and community resilience, DanChurchAid (DCA), GLOBE Legislators, and the CVF-V20 are convening a COP30 Parliamentary Dialogue on Loss and Damage and Adaptation Finance.
This event aims to engage legislators from the Global North and South in targeted discussions on legislative frameworks, fiscal oversight, and cross-regional cooperation to enhance the allocation and impact of climate finance for adaptation and loss and damage at the national level.

Showcasing Climate Prosperity Plans: Grounded Delivery for Climate Vulnerable Nations

This event, organized in partnership with Pakistan Ministry of Climate Change & Environmental Coordination (MoCC&EC), will highlight the Climate Prosperity Plans (CPPs) of CVF-V20 member countries, illustrating concrete pathways toward sustainable, resilient, and inclusive economic growth in the context of a changing climate.
The program will feature a panel discussion on Pakistan’s CPP; a special session on Haiti’s CPP underscoring the strengths and opportunities of Fragility, Conflict, and Violence (FCV)-affected countries in advancing climate action and resilience; an interactive dialogue with representatives from multilateral development banks (MDBs), international financial institutions (IFIs), and partner organizations; as well as country presentations from Bhutan, Bangladesh, and The Gambia.

Role of CPP Country Platforms as a Means of Implementation

This event will present Pakistan’s vision for its Country Platform as a vehicle for implementing its Climate Prosperity Plan (CPP) and driving climate-resilient growth.
Co-organized with the Government of Pakistan, the event will explore strategies to engage multilateral development banks, international financial institutions, private investors, and vertical funds, such as the Green Climate Fund (GCF), to operationalize these platforms.
The discussion will also highlight how aligning Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and CPPs can foster a coherent, programmatic national approach, while examining de-risking mechanisms, blended finance, and guarantees to unlock greater private investment.
