Regional Director, Latin America

OBJECTIVE

The Regional Director will primarily focus on coordination and engagement with CVF-V20 members and partners within their respective region. The Regional Director will also be responsible for the coordination and implementation of various initiatives as it relates to Climate Prosperity Plans, financial protection & vertical funds, and international financial reform and trade. The Regional Director will also provide technical and administrative support to various programs on fellowships, parliaments, communications, advocacies, and arts & culture. There is also a strong focus on the execution of Climate Prosperity Plans (CPPs). 

SCOPE OF WORK

The Regional Director will have the following roles & responsibilities:

  1. Develop the strategic direction of the regional office in alignment with CVF-V20 objectives as well as regional development priorities and research needs;
  2. Support the efficient and effective implementation of the CVF-V20 Membership Process, including extensive liaising with CVF-V20 Member Countries’ and senior officials, and applying countries;
  3. Support the engagement activities of CVF-V20 Members in various international climate finance events such as, but not limited to the CVF Leaders’ Meetings, V20 Ministerial Dialogues, Senior Officials’ Meetings, Central Bank Governors Working Group Meetings; and Conferences of Parliaments, United Nations Framework Convention on Climate Change, and the International Maritime Organization (IMO);
  4. Support the organization and conduct of Regional Consultations and Meetings of CVF and V20 Members, including leading the preparation of concept notes, event briefs and programs, and documentation, ensuring timely communication, information sharing, and activity implementation;
  5. Lead the project management and provide technical support for the development and implementation of programs or projects within the region, including but not limited to the Global Shield, carbon market access, debt sustainability, etc.;
  6. Prepare and disseminate updated guidance notes on CVF-V20 events and programs for CVF member countries;
  7. Coordinate with the CVF-V20 Membership and Partnerships Coordination Team and Communications Team for the timely coverage and releases for events and official functions;
  8. Lead and implement the development of Climate Prosperity Plans (CPPs) in cooperation with the Office of the Managing Director and CPP Coordination & Implementation team;
  9. Provide support in preparing and disseminating insight papers, including drafting briefers; talking points; and other relevant technical documents, as required, to CVF-V20 member countries;
  10. Lead the monitoring and assessment of the implementation of engagement activities based on pre-identified key results, through a well-designed survey/ feedback mechanism;
  11. Provide support in the conduct of regular alignment or updating calls with partners; 
  12. Perform other research, programmatic, organizational, or communications tasks as requested by the supervisor;
  13. Coordinate the development, funding, and management of the project portfolio by leading the design and development of programmatic and project proposals;
  14. Foster teamwork and collaboration among regional office staff, CVF-V20 members and external partners;
  15. Advise senior leadership on country-specific strategies related to climate change and relevant programs;
  16. Manage relationships with host-country governments in accordance with hosting agreements;
  17. Strengthen existing partnerships and develop new collaborations with national and regional authorities, development partners, and stakeholders to enhance the visibility of CVF-V20;
  18. Contribute to fundraising efforts by identifying opportunities, networking with donors, preparing proposals, and providing intellectual input in coordination with the Managing Director
  19. Promote the uptake of CVF-V20 outputs and lead regional-level communication and outreach activities in collaboration with communications and resource mobilization teams;
  20. Ensure a safe work environment by implementing safety and security protocols and promoting staff well-being.
  21. Prepare Quarterly Narrative Reports of the CVF-V20 Members’ programs and Team’s performance;
  22. Lead outreach activities and seek opportunities for potential partners and lead regular alignment or updating calls with existing partners; and
  23. Perform other research, programmatic, organizational, or communications tasks as requested by the Managing Director and/or CVF management.

QUALIFICATIONS

The Director shall possess the following minimum qualifications:

  1. Master’s degree or Advanced degree (Master’s or Ph.D.) in International Relations, Public Policy, Sustainable Development, Climate Finance, Environmental Economics, or a related discipline.
  2. A minimum of 10 years of progressively responsible experience in international development, climate policy, climate finance, or related fields.
  3. Demonstrated track record in designing, managing, and overseeing complex multi-stakeholder programs
  4. Proven experience working directly with government entities and multilateral partners on policy reforms, capacity-building initiatives, or implementation of climate strategies.
  5. In-depth understanding of climate finance mechanisms, including loss and damage funds, green bonds, blended finance solutions, and multilateral climate funds.
  6. Familiarity with global climate policy frameworks (e.g., the Paris Agreement, Sustainable Development Goals, biodiversity targets) and their intersection with national development plans.
  7. Strong analytical and strategic thinking abilities, with the capacity to interpret policy landscapes and develop actionable programmatic roadmaps.
  8. Project management skills, including the ability to oversee monitoring and evaluation systems, deliver timely reports, manage budgets, and ensure accountability.
  9. Strong capacity-building and mentoring capabilities to enhance the technical expertise and leadership skills of regional teams.
  10. Outstanding communication and diplomatic skills, capable of representing the organization at high-level international forums, negotiations, and multilateral meetings.
  11. Proven ability to convene and collaborate with a diverse set of stakeholders—government officials, private sector representatives, civil society organizations, and multilateral institutions—to mobilize support and foster consensus.
  12. Experience working in or with climate-vulnerable regions, combined with cultural sensitivity and the ability to adapt engagement strategies to local contexts.
  13. Self-starter with an entrepreneurial, adaptive, and collaborative approach to problem-solving and driving results in dynamic and fast-paced environments.
  14. Excellent communication skills, with the ability to distill complex technical topics into clear, compelling messages for senior policymakers and diverse stakeholders/
  15. Fluency in English and Spanish is required; knowledge of additional languages relevant to CVF-V20 regions is an asset.
  16. Strong commitment to achieving measurable outcomes that promote climate resilience, just transition, and inclusive growth.
  17. Ability and willingness to travel internationally as needed.
