GLOBAL SHIELD AGAINST
CLIMATE RISKS

Climate change is accelerating, with extreme weather events like storms, droughts, and floods becoming more frequent and severe. These disasters, along with long-term impacts such as sea-level rise, pose a growing threat to global sustainable development. The consequences of these events disproportionately affect the world’s most vulnerable nations and communities.

Even with ongoing climate action and increased investments in adaptation, significant residual risks remain. The financial and human toll of these unaddressed climate impacts continues to mount, while existing disaster response systems are often too slow, fragmented, and insufficient to meet urgent needs.

To bridge this gap, the Vulnerable Twenty (V20) Group, in collaboration with the Group of Seven (G7), launched the Global Shield against Climate Risks. This initiative is designed to provide comprehensive, pre-arranged, and timely financial protection against climate and disaster-related risks for vulnerable nations.

By ensuring faster and more reliable access to funding and strengthening disaster preparedness, the Global Shield is a crucial tool for enhancing resilience. Its ultimate goal is to provide a safety net for communities hit by climate disasters, helping them recover and rebuild without being left behind.

HOW THE GLOBAL SHIELD WORKS

The Global Shield against Climate Risks aims to close protection gaps in climate-vulnerable countries, using a toolbox of pre-arranged finance.

Following the principles of subsidiarity and ownership of partner countries, the Global Shield applies a needs-based approach and works together closely with local stakeholders to build on already existing financing structures and instruments.

The new Global Shield Financing Structure, consisting of three Financing Vehicles, namely the Global Shield Solutions Platform, the Global Shield Financing Facility, and the Climate Vulnerable Forum & V20 Joint Multi-Donor Fund, can provide additional support, if needed. With this approach, the Global Shield ensures a rapid response when disasters hit and thereby helps to reduce follow-up costs and accelerate economic recovery.
