Milan Pre-COP Closing Plenary Statement of Bangladesh – CVF Presidency

[/vc_column_text][vc_column_text text_larger=”no”]I have been pleased to join and deliver points in each of the sessions at Pre-COP.

As you will be aware, Bangladesh is presiding the Climate Vulnerable Forum, and I would like to express some parting thoughts as we look to Glasgow.

IPCC has now confirmed we reach 1.5 degrees and it will happen at 2030.

As we approach this 1.5, climate dangers will escalate. In some cases, impacts of today, like extreme heat, will nearly double !

NDCs – those that have come – are far off 1.5.

Promised finance has so far not come, especially not for adaptation, in the promised, balanced flows.

All the most fundamental elements of the Paris regime are, therefore, in default.

We, as the most vulnerable, will pay this injustice more dearly than all the rest of you.

That is why the CVF has asked for the COP26 decision to incorporate a “Climate Emergency Pact”.

That would be a Pact to give back confidence that the Paris regime can deliver on its most core elements.

The Pact would urge ambition raising at every single COP to 2025. Especially the major emitters would be asked to come forward with new ambition, over and above their NDCs, every year.

As we are living inside a climate emergency, fighting a battle on two fronts now, we need to also constantly strengthen adaptation ambition.

The Pact would also incorporate the Delivery Plan for 50:50 balanced, additional $100 billion climate finance from 2020 on. It would also mandate the IMF to lead annual monitoring of its implementation.

Such a Pact would provide the pathway needed to keep 1.5 within reach, accelerate adaptation and restore confidence in global climate cooperation.

The future and survival of the most vulnerable, and of the planet, depends on it.

We are also looking for a much stronger role for loss and damage at Glasgow. And we are looking for finalizing the carbon market regime to uphold 1.5 and deliver significant further funding for adaptation needs of the most vulnerable.

We are also issuing a public statement to share these views.
