TERMS OF REFERENCE
Position: Technical Assistant
Team: International Financial Reform and Trade
Duration: One (1) Year
Objective
The Technical Assistant will provide high-level support to the Deputy Director, International Finance Reform and Trade as well as the Senior Advisor to the Managing Director in advancing the CVF-V20’s agenda on central banking, climate finance, green industrial policy, and international financial reform. The role involves research, analysis, and drafting to support strategic policy initiatives, stakeholder engagement, and capacity-building efforts.
The successful candidate will collaborate across teams to ensure timely delivery of outputs aligned with the CVF-V20 objectives and priorities.
Scope of Work
The Technical Assistant will have the following roles & responsibilities:

- Policy Support

- Assist in drafting technical briefs, position papers, and reports on key topics such as inclusive green finance, regional financial arrangements (RFAs), low-carbon development, climate-resilience approaches, and green industrial policy.

- Support the preparation of inputs for IMF, G20, and multilateral development bank discussions/engagement.

- Research and Analysis

- Conduct research on fiscal-monetary policy synergies, green trade and industrial policies, and sustainable infrastructure spending.

- Analyze data and trends to provide insights for policy recommendations.

- Stakeholder Engagement
-
- Support the coordination of meetings for the V20 Central Bank Governors Working Group and other key stakeholders.

- Assist in organizing workshops, consultations, and events to sustain engagement with members, partners, and international institutions.

- Communications
-
- Prepare short briefs, articles, blogs, and updates to inform V20 stakeholders of progress on climate finance and policy developments.

- Provide technical support for developing content for external communications.

- Administrative Support

- Assist in strategic planning processes and provide logistical and administrative support for events and meetings.

- Manage deadlines and ensure timely delivery of outputs.
Reports to: Deputy Director, International Financial Reform and Trade
Qualifications. The Technical Assistant shall possess the following minimum qualifications:

- Educational Background
-
- A Bachelor’s degree in Economics, Public Policy, Climate Finance, International Relations, International Trade Policy or a related field.

- Technical Expertise
-
- Strong knowledge of international financial reform, climate finance, and low-carbon development approaches.

- Familiarity with the work of International Financial Institutions (IFIs)as they relate to macroeconomic development and the international financial system.

- Familiarity with global climate policy frameworks (e.g., the Paris Agreement, Sustainable Development Goals, biodiversity targets) and their intersection with national development plans.

- Familiarity with green industrial policies, public financial management, and debt sustainability issues.

- Research and Analytical Skills
-
- Proven ability to conduct research and draft policy briefs, technical papers, and reports.

- Strong quantitative and qualitative analysis skills.

- Communication Skills
-
- Excellent written and verbal communication skills in English; proficiency in additional languages is an asset.

- Experience in preparing content for diverse audiences, including technical and non-technical stakeholders.

- Experience working in or with climate-vulnerable regions, combined with cultural sensitivity and the ability to adapt engagement strategies to local contexts.

- Fluency in English is required; knowledge of additional languages relevant to CVF-V20 regions is an asset.

- Ability to manage multiple priorities and deliver results within tight deadlines.

- Strong interpersonal skills and ability to work collaboratively with diverse stakeholders.
- Experience
-
- At least 3 years of professional experience in policy analysis, economic research, or a related field.
- Experience working with multilateral institutions, international organizations, or government entities is highly desirable.
Contract Duration. One (1) year with possibility for extension/ flexibility, working on an occupation rate basis of 100% (full-time).
Working Hours & Modalities. Full-time 100% occupancy. The Technical Assistant may generally work remote/ from home (subject to agreement with the Supervisor).
Compensation. The Technical Assistant is paid based on the salary grade established by the CVF using United Nations (UN) guidelines.
Accommodation & Travel. The assignment is remote. Travel outside in authorized official missions will be at the CVF expense in accordance with CVF travel rules.
