East Asia Liaison

Objective. The East Asia Liaison will support the strategic engagement of the CVF and V20 in East Asia, strengthening relationships with member countries, prospective members, and regional stakeholders. The role will focus on advancing Climate Prosperity Plans, supporting country-led implementation, mobilising global, regional, and national partnerships, and helping position the CVF-V20 in relevant financial, diplomatic, and climate-related policy, investment, and scientific fora. The Liaison will contribute to regional consultations, fundraising efforts, and the promotion of CVF-V20 cooperation with East Asia.

This role is critical to ensuring the priorities of CVF-V20 members are well-represented, that engagement is meaningful and sustained, and that regional opportunities for collaboration, investment, and innovation are secured with and within East Asia.

Scope of Work. The East Asia Liaison will have the following roles & responsibilities:

  1. Serve as the primary liaison for CVF-V20 engagement in East Asia, facilitating communication with current and prospective member states, ministries, and key institutional partners;
  2. Ensure sustained engagement and alignment between East Asian partners and CVF-V20’s global priorities;
  3. Support the development, validation, and implementation of CPPs with East Asian countries, focused on enabling green industrial strategies, investment pipelines, and policy reform;
  4. Assist in identifying regional policy and project opportunities that contribute to green economic zones, sustainable value chains, and climate-resilient infrastructure;
  5. Facilitate regional cooperation and joint ventures to scale access to green technologies and energy-efficient systems;
  6. Support initiatives that promote technology transfer, local innovation ecosystems, and regional R&D partnerships that contribute to the goals of CPPs and broader sustainable development;
  7. Identify and pursue regional opportunities for collaboration with public and private sector partners, including development banks, sovereign wealth funds, and industry leaders;
  8. Actively support the growth and retention of CVF-V20 membership by leveraging strategic partnerships and regional engagement to strengthen member participation, commitment, and representation in global climate, nature and development processes;
  9. Advance cross-border investment strategies that promote sustainable industrialisation and the creation of green economic zones with East Asia support in CVF-V20 member countries;
  10. Coordinate and support the participation of East Asian members and partners in V20 Ministerial Dialogues, Senior Officials’ Meetings, regional consultations, and other strategic events;
  11. Represent the CVF-V20 Secretariat in regional fora relevant to climate, finance, technology, and trade;
  12. Strategise and coordinate East Asia political, diplomatic, and financial support to key issues, including debt sustainability and restructuring, financial protection (e.g. Global Shield), vertical fund access, loss and damage, and ecosystem-based adaptation;
  13. Support project preparation activities such as proposal drafting, matchmaking with technology or capital providers, and facilitating enabling policy environments;
  14. Support regional fundraising efforts, assist in preparing concept notes and proposals for East Asia-based donors and partners, and identify opportunities for programmatic or co-financing partnerships;
  15. Coordinate engagement with bilateral and multilateral institutions in East Asia, and East Asian representatives in bilateral and multilateral institutions, to strengthen financial and policy support for CVF-V20 priorities;
  16. Monitor developments in regional economic, technological, and climate policy arenas and provide strategic insights that inform and advise CVF-V20 positioning and initiatives;
  17. Identify trends and entry points for influence in national and regional economic policy discussions, especially relating to the green transition;
  18. Contribute to public-facing materials, social media content, and knowledge products that showcase East Asia’s engagement in and support for CVF-V20 objectives;
  19. Ensure regional narratives, success stories, and partnership models are effectively communicated;
  20. Identify and engage potential consultants, researchers, and policy analysts and partners that can enhance and grow CVF-V20’s presence in East Asia; and
  21. Perform additional duties in support of CVF-V20 goals as assigned by the Managing Director or CVF-V20 management and leadership.

 

Qualifications. The East Asia Liaison shall possess the following minimum qualifications:

 

  1. Must demonstrate deep familiarity with the UNFCCC COP process, multilateral diplomacy, and the positions and operations of multilateral development banks on climate-related matters;
  2. Master’s degree or equivalent in sustainability, development management, international relations, international development, international law, public policy, climate change or environmental policy and/or law, and/or related disciplines;
  3. At least seven (7) years of work experience;
  4. Proficiency in Microsoft Office programs (especially Word, Excel, and PowerPoint);
  5. Strong relationship management and organisational skills, including the ability to identify clear objectives, prioritise effectively, and use time efficiently;
  6. Excellent interpersonal, oral and written communication skills;
  7. Ability to work collaboratively with colleagues, as well as individually;
  8. Ability to work under pressure and meet tight deadlines;
  9. Experience engaging with CVF-V20 member country governments is a distinct asset;
  10. Experience in development work in sectors such as climate change, forestry, agriculture, energy, water, finance, economics, etc;
  11. Proven experience and interest in organising policy events and activities in a multi-lateral governmental setting;
  12. Experience with communications, especially online: web and social media;
  13. Aptitude for working according to specific guidance of senior staff and experts, and meticulous attention to detail;
  14. Ability to multi-task, to work seamlessly with colleagues and counterparts from a wide range of nationalities and backgrounds and to work effectively within interdisciplinary and intercultural teams; and
  15. Excellent and fluent written and oral communication skills in English and Mandarin.
